Board of Directors
The Arrowhead Center’s Board of Directors is comprised of leaders from New Mexico State University and at-large members from across New Mexico. Each Director was selected for their expertise, insight, and experience critical to the mission and strategic direction of the Arrowhead Center.
Steve Anaya, Regent, New Mexico State University (NMSU)
Steve Anaya earned a B.A. of Business Administration from New Mexico State University.
He is the mayor pro-tem of the Moriarty City Council as well as the state director of the New Mexico
Fannie Mae Partnership Office. He formerly served as the state director for the U.S. Department of
Agriculture Rural Development Program.
Kevin Boberg, Director and Chief Executive Officer (CEO) of Arrowhead Center
Dr. Boberg earned B.S. degrees in Economics and Business Administration and a M.S. degree in Industrial
Administrative Sciences at Iowa State University, and his Ph.D. in Business Logistics at the Pennsylvania
State University. He has been the director and/or assistant director of the Center for Economic Development
Research and Assistance (funded by the Economic Development Administration, U.S. Department of Commerce) and
the International Business Facilitation Center (funded by the State of NM). Currently, he is the Associate
Dean/Director for Research and Economic Development for the NMSU College of Business.
Jeffrey Brandon, Dean, NMSU College of Health and Social Services
Brandon earned his bachelor’s degree in history, a master’s degree in rehabilitation administration and
services and his Ph.D. in community health education from Southern Illinois University at Carbondale. He has
been a health science professor at NMSU since 1989 and became Dean of the College of Health and Social Services in 2000. In 1999,
Brandon was appointed to the U.S.-Mexico Border Health Commission by President Bill Clinton. Brandon is
also an original member of the Southern New Mexico Border Health Council and teaches health seminars
along the US-Mexico border.
Garrey Carruthers, NMSU Dean, College of Business & Vice President for Economic Development, NMSU
Carruthers is the current NMSU Vice President for Economic Development and Dean of the College of
Business. He has extensive experience in both the public and private sectors. In public life, Carruthers
served as a Special Assistant to the U.S. Secretary of Agriculture, was an Assistant U.S. Secretary of the Interior,
and served as Governor of New Mexico. In business, he was the President and CEO of the Cimarron Health Plan for over
a decade. Carruthers earned his bachelor’s and master’s degrees at New Mexico State and received his Ph.D. in
Economics at Iowa State University in 1968.
Steve Castillo, Dean, NMSU College of Engineering
Castillo earned his B.S. degree at New Mexico State University in Electrical Engineering and received
his M.S. degree and PhD in the same field at the University of Illinois. Before becoming Dean of the Engineering
College, Castillo was a professor and Department Head of the Klipsch School of Electrical and Computer Engineering.
He is also a member of the Sandia National Laboratories ASCI Review Panel, as well as the Sandia National Laboratories
Computational Sciences Review Panel.
Lowell Catlett, Dean, NMSU College of Agriculture and Home Economics
Before his appointment as Interim Dean at NMSU, Catlett was a member of the original class of six NMSU Regents
Professors. Catlett has received every teaching award the university offers, including the Westhafer Award for
Teaching in 1990, NMSU’s top honor. The professor of agricultural economics and agricultural business is
internationally known as an expert in commodities futures markets and is in demand as a speaker and consultant
on predicting and planning for near- and long-term futures. Catlett, a native of Dalhart, Texas, earned a bachelor’s
degree in agricultural business and economics from West Texas State University in 1973, a master’s in agricultural
economics at NMSU in 1975 and a doctorate in economics from Iowa State University in 1980.
Vimal Chaitanya, Vice President for Research, Graduate Studies, and International Programs, NMSU
Before becoming the NMSU Vice President for Research in July 2006, Desai was the director of the Advanced
Materials Processing and Analysis Center (AMPAC) at the University of Central Florida (UCF). Desai was
also the director of UCF’s Materials Science and Engineering program and its Materials Characterization
Facility. Desai received the University of Central Florida’s Research Achievement Award in 2002 and the
UCF Leadership Award in 1999. He is a five-time winner of his academic department’s Researcher of the
Year award. He has a Ph.D. in Materials Science and Engineering from The Johns Hopkins University in
Baltimore, a M.S. degree in Bioengineering from Clemson University in South Carolina, and a
B.S. degree in Mechanical Engineering from M.S. University of Baroda, India. He is a
naturalized U.S. citizen.
Waded Cruzado-Salas, Dean, NMSU College of Arts and Sciences
Cruzado-Salas was appointed Dean of the College of Arts and Sciences in 2003. Cruzado-Salas’ recent
accomplishments include the establishment of a Western Technological Corridor in Puerto Rico ($28.8M),
collaboration in the establishment of the Port of the Americas, the first transhipment installation in
the Caribbean ($1B), and creation of strategic alliances between the university and private corporations
such as HP and Microsoft. She received a B.A. in Comparative Literature at the University of Puerto
Rico, an M.A. in Spanish and a Ph.D. in Humanities at the University of Texas
Blake Curtis, Regent, NMSU
Blake Curtis is a Clovis businessman. He attended NMSU, then graduated from Eastern New Mexico University with
a B.A. degree in Business Administration in 1982. He served in the New Mexico Legislature from 1986 to 1995
and was House minority leader from 1993 to 1995. For almost his entire tenure in the Legislature, Curtis was a
member of the Agriculture and Water Resources Committee. He serves on the Cooperative Extension Service's Extension
and Research Support Council and is a former member of the New Mexico State Fair Commission, the Board of Directors
for the Clovis/Curry County Chamber of Commerce's balloon rally and New Mexico Seedmen's Association.
William Flores, Executive Vice President and Provost, NMSU
Before becoming a Provost at NMSU in 2001, Flores was a dean and professor of political science at Cal
State Northridge. He previously taught at California State Fresno, where he was associate dean of the School of
Social Sciences. He also taught at Stanford, Santa Clara University and Cal State Hayward. Flores graduated
cum laude for the University at Los Angeles with a bachelor’s degree in political science. At Stanford,
Flores earned a master’s degree in political science and a Ph.D. in social theory and public policy.
Bruce Kite, General Counsel (Ex-Officio), NMSU
Kite is the General Counsel at NMSU where he provides guidance and advice on a broad range of
business matters including contract negotiating. He has been involved in negotiations and settlements
of numerous business conflicts. Kite has served as an instructor in Business Law, Legal Ethics, and
Business Management. Kite has a J.D. from Illinois Institute of Technology-Chicago Kent College of
Law and a B. A. from the University of Illinois at Urbana. Prior to becoming General Counsel at NMSU,
Kite served as General Counsel to companies in the health care industry.
Jay Jordan, Dean and Director, NMSU Physical Science Laboratory
Jordan, former Dean of Engineering, was named the interim Dean and Director of the Physical Science
Laboratory (PSL) in November 2005. Jordan has a long association with PSL, dating back from 1965 when
he was a freshman in PSL's student co-operative education program. Upon receiving his B.S. degree
in Electrical Engineering in January of 1970, he accepted a field engineering position with PSL, where
he supported several overseas operations for nearly eight years. He received his M.S. degree in
Electrical Engineering in 1979 and worked for Hewlett-Packard Corporation for a couple of years. In
1981, he returned to NMSU as a joint appointee of PSL and the Electrical Engineering department. He
received his Ph.D. in 1984 and was named Section Chief of PSL's Space Payloads Section.
Trevor Loy, President, Flywheel Ventures
In 1999, Trevor Loy founded Flywheel Ventures, a seed-stage and early-stage venture capitalist
firm currently headquartered in Santa Fe, NM. Trevor has a successful track record, participating
in more than 20 technology venture start-up companies. He has participated in business plan
judging at Harvard Business School and the Wharton School at the University of Pennsylvania.
Trevor has also been involved in the entrepreneurship program at New Mexico State University.
At Stanford University, Trevor earned his BS and MS in Electrical Engineering and another MS
in Management Science and Engineering. Trevor also studied at Harvard University’s Executive
Education Program and is a graduate of the Venture Capital Institute.
James Manatt, Jr., President, Providence Technologies
James C. Manatt Jr., a former Regent of NMSU, is the President/CEO and Founder of
Providence Technologies Inc., a consulting firm in energy development projects. He
obtained a B.A. degree in Journalism and Mass Communications from New Mexico
State University. He has held many positions ranging from founding director of the
Mesilla Valley Bank to President of Sierra Oil & Gas Inc.

Michael Martin, NMSU President
A native of Crosby, Minn., Dr. Martin completed a B.S. degree in Business and
Economics and a M.S. degree in Economics at Mankato State College (Minnesota State
University) in Minnesota. He received his Ph.D. in Applied Economics from the University
of Minnesota in 1977. His areas of specialization are marketing, prices, international
trade, public policy, transportation and business logistics. He continues to be active
as a scholar and has written numerous book chapters and articles for academic journals,
trade publications and the popular press.
Sherman McCorkle, President and CEO, Technology Ventures Corporation
In 1993, Technology Ventures Corporation (TVC) was founded by Lockheed Martin to commercialize
technologies and create job growth. McCorkle has been president of TVC since its inception.
He is also founder and Director of New Mexico Bank and Trust. McCorkle is the Chairman of
several Boards including the Chairman of Albuquerque Economic Development, Inc., Kirtland
Partnership Committee and the Science and Technology Park Development Corporation.
McCorkle graduated with Honors from the Colorado Graduate School of Banking at the
University of Colorado.
Roy Miller, State Director, New Mexico Small Business Development Centers

Robert Moulton, Dean, NMSU College of Education
Before becoming the Dean of Education at NMSU, Moulton was the Dean of the College of
Fine Arts and Communication at Lamar University. He also served as the Associate Vice
President for Research and Dean of Graduate Studies. Moulton earned his B.S. degree
in Speech-Language Pathology and M.S. degree in audiology/deaf education from the
University of Utah. Moulton went on to earn his Doctor of Philosophy in Audiology and
Speech Sciences from Michigan State University.

Van Romero, Vice President for Research and Economic Development
New Mexico Institute of Mining and Technology
Before being named New Mexico Tech’s VP for Research and Economic development, Romero
had a decade long career at General Electric Corporation’s Knolls Atomic Power Laboratory.
He also worked on a defense conversion project at Sandia National Laboratories, and in
1994 served as the director of NMT’s Energetic Materials Research and Testing Center
(EMRTC). Romero received his B.S. degree and M.S. degree in Physics from New Mexico Tech.
He received his Ph.D. in Physics from the State University of New York.

Dauane Trythall, Chair, Association of Commerce and Industry

Steve Vierck, President and CEO, Mesilla Valley Economic Development Alliance
An economic development professional with over 20-years of experience at the state, regional,
and community levels, Steve Vierck previously served for five years as Senior Vice President
for the Greater Phoenix Economic Council (GPEC). He is a graduate of the University of Arizona
with a B.S. degree in Regional Development and a M.S. degree in Geography. He has
earned the Certified Economic Developer (CEcD) designation from the American Economic Development
Council. He recently received the prestigious “William Lampkin Award for Long-Term Excellence
in Economic Development” from the Arizona Association for Economic Development.
